The Union legislature (the Parliament) is bicameral in nature, again on the Westminster model. There is an Upper House called the Council of States or the Rajya Sabha (http://rajyasabha.nic.in/) and a Lower House called the House of People or Lok Sabha (http://loksabha.nic.in/).
The Council of States, as its name indicates, is largely comprised of representatives of the States elected by the members of the legislatures of the States.. The Vice-President is the Chairman of the Council of States.
