I have the honor to write to your Excellency concerning compliance with the Judgment of January 29, 1997, rendered by the Honorable Court in the Jean Paul Genie-Lacayo Case.
Please find below a verbatim reproduction of the pertinent part of the reply we received from Dr. Julio Centeno-Gómez, Prosecutor General of the Republic of Nicaragua and Accredited Agent to the Honorable Court in connection with the instant Case.
"By letter of February 4, 1997, His Excellency the President of the Republic of Nicaragua, Dr. Arnoldo Alemán-Lacayo wrote to the Minister of Defense, Engineer Jaime Cuadra, instructing him to carry out the military judicial proceedings in order to guarantee the due process established in our Political Constitution and in the Universal Declaration of Human Rights, as ordered by the Inter-American Court of Human Rights in the aforementioned Judgment.
"On the same date the President also respectfully wrote on the same date to the President of the Supreme Court of Justice, Dr. Guillermo Vargas-Sandino, recommending the settlement of the criminal case in process of judicial review, and this has been definitively settled.
"With regard to payment of the negotiated amount of US$ 20,000 (twenty-thousand dollars of the United States of America) to the family of the young Genie Lacayo, President Alemán informed the young man's father that this money was at his disposal. However, they agreed at that time that this sum would be used to support the 'Jean Paul Genie-Lacayo Association', which Mr. Genie had already formed. The compensation amount is available at the Office of the President of the Republic to Mr. Genie-Peñalba or whomsoever he should appoint.
"I would be grateful if you would notify the appropriate institutions and organizations."
